Four suspected members of a terror cell were arrested by the Spanish authorities on Saturday morning in that country's North African territory of Ceuta, a quartet that Spain's Interior Minister claimed were well-trained and well-prepared to attack. Ceuta is a tiny, 7-square-mile Spanish exclave bordering Morocco, across the Strait of Gibraltar from Spain.

"Don't touch the constitution".


Democratic Republic of Congo calling for President Joseph Kabila to step down next year. The demonstrators called on Mr Kabila to step down when his term expires and carried placards which said: "Don't touch the constitution". Mr Kabila is constitutionally barred from running for a third term. Demonstrators say government plans for a census are a ploy to delay elections.
